About Mr. Justice (R) Mohammad Bashir Jehangiri

As a student of Law for over half a Century, I have attempted papers, made them and marked my own, the difficult questions relate to the separation of "A Court of Law" and "The Court of Justice", in essence differentiating between the Legalization and Legitimization of a Law.

Mr. Justice (R) Mohammad Bashir Jehangiri was born on February 1st, 1937 in Mansehra, Hazara, KPK. His father, Mr. Muhammad Muzaffar Khan Jehangiri, served as an educationist and later retired as a Head Master (Principal) of Govt. High School in Mansehra, Hazara, KPK. Mr. Jehangiri received his early education in his native town Mansehra. Later, he moved and matriculated from M. L. High School, Lahore, Punjab in 1953. He obtained third position in F.A. and graduated with honors (First Class First) from Abbottabad, in 1958 and 1960. He did his L.L.B from University Law College Peshawar in 1962 and joined the N.W.F.P Provincial Bar in February 1963.

After qualifying the West Pakistan P.C.S. (Judicial) Branch Exam., he was appointed as Civil Judge on March 7th, 1966.

Career

After serving at various stations including Nowshehra, Dera Ismail Khan, Mardan, Abbottabad as Civil Judge and Senior Civil Judge, he was promoted as Additional District and Session Judge on July 6th 1974.

He later served as Judicial Commissioner, Northern Areas in Gilgit from July 26th, 1979 till December 23rd, 1982.

On December 23rd, 1982 he took charge as Special Judge, Customs, Taxation and Anti-Smuggling (Central) North-West Frontier Province, Peshawar and relinquished this charge on 15th September 1984.

He was appointed as Joint Secretary, Ministry of Justice and Parliamentary Affairs (Justice Division), Islamabad, in December 1984. During his career, among other courses, he attended an advanced course in Public Administration and Development at the National Institute of Public Administration, Lahore, in 1977 and Shariah Course in the Shariah Academy, International Islamic University, Islamabad in December 1983. He attended the United Nations Institute for Asia and Far East Course on "Prevention of Crime and Treatment of Offenders" at Fuchu, Japan in 1986. He participated as a Legal Member of the Pakistan Delegation in the UN sponsored Geneva Accords on Afghanistan held on April 14th, 1988. He was elevated to the Peshawar High Court on October 1st, 1988.

He attended the World Law Conference, held in Argentina in 1993.

His Lordship was elevated as a Judge of the Supreme Court of Pakistan in 1995. The Hon’ble Judge represented Pakistan at the Chief Justices’ Conference and Law Asia Annual Meeting held in Manila, Philippines in August 1997.

Work and Retirement

Mr. Justice Muhammad Bashir Jehangiri was appointed as Wafaqi Mohtasib "Federal Ombudsman" on February 10th 2000.

In this capacity he chaired the meeting of the Asian Ombudsman Association held from July 17th to 20th, 2000 in Manila, Philippines.

The Hon’ble Wafaqi Mohtasib "Federal Ombudsman" represented Asian Region as President of Asian Ombudsman Association and attended the 7th International Conference of the International Ombudsman Institute (IOI) held in Durban, South Africa from 27th October to 3rd November 2000.

Justice Gulzar Ahmed

Mr. Justice Mohammad Bashir Jehangiri retired as the Chief Justice of Pakistan in February 2002. Upon retirement, he moved to his native village Mansehra, KPK, Pakistan to his ancestral home and stayed there for the following ten years. He got involved in multiple Social Welfare programs, provided consulting in numerous roles of his profession including "Access to Justice Program" and others. Later, due to his deteriorating health conditions, he moved to Islamabad to be close to his medical professionals and spent the last seven years in his house in Islamabad.

We never forget but we continue for the sake of our loved ones. Think of the cheerful memories and laugh at the silly times. Even in pain, we manage to find hope. Mr. Justice (R) Mohammad Bashir Jehangiri "February 1st, 1937 - April 15th, 2020, passed away in Islamabad at Begum Akhtar Rukhsana Hospital, Bahria Town Islamabad at 10:45 AM, April 15th, 2020. Prior to that, he was hospitalized at Shifa International Hospital, Islamabad, Pakistan, for two weeks and then discharged from the Hospital and spent the last six days at his house in Islamabad. His body was brought to his House in his Native Village Mansehra, KPK, Pakistan. A large number of people including Judges, Lawyers, and people from different walks of life attended his funeral prayers. He was buried in his ancestral Grave Yard, near his first wife's grave, "Jamila Naz Jehangiri" in Banda Lal Khan, Mansehra, Hazara, KPK, Pakistan.

کئ سیاسی مقدمات میں معمولی مدد کے لئے کروڑوں روپے کی پیشکش ٹھکرا دی۔بعض کا مجھے بھی علم ھے۔

چھوٹی سی نیکی کرنے والوں کا بڑا احسان ماناکرتے۔ طبیعت مین عاجزی اور انکساری کوٹ کوٹ کر بھری تھی

عدلیہ کی تاریخ میں ہمیشہ بڑے نام سے یاد رکھا جائے گا۔

قوم سواتی کی تارینخ کا بہت بڑا نام ۔ ماسہرہ اور ھزارہ کی تاریخ کا لازوال کردار۔جسے کبھی فراموس نہ کیا جا سکے گا۔مالک لملک ہمارے ملک اور قوم کو ایسے راہنما عطا فرمائے آمیں۔
